Incident on the Road #1

Riding the bus home a few days ago, I snagged a window seat on the way up Sheridan. As we waited at a red light, a car pulled up next to us. A man was driving, and in the passenger seat was a woman, without a seatbelt on, with an approx. 3-year-old boy in her lap. She wasn't even holding on to him very tightly. On the dashboard: a copy of the Illinois Rules of the Road. Someone ought to crack that open.
